At the "Member Channel" of the 2018 National People's Congress and Chinese People's Political Consultative Conference, Member Liu Yonghao first proposed the concept of "green collar", believing that new farmers should be respected by all sectors of society like gold collar workers, white-collar workers, and blue collar workers. In order to cultivate new professional farmers and promote the development of rural talents, New Hope has officially launched the "100000 Green Collar New Farmers Training Program" to carry out public welfare technical farmer training.

The "Green Collar" project has established 9 major bases nationwide, training over 84000 people offline and 13.69 million people online, forming a "5+N" characteristic training system, including a set of standard procedures, two editions of professional textbooks, three types of high-quality courses, four supporting institutions, five sources of teaching staff, and N characteristic demonstration training bases.

On this basis, New Hope continuously innovates talent training models. In 2021, with the support of the China Association for the Promotion of Glorious Undertakings, the National Development Research Institute of Peking University took the lead in launching the first "Village Chief Class" public welfare training for rural revitalization. The plan is to train 100 grassroots cadres every year and improve the work philosophy of rural grassroots managers. The "Village Chief Class" public welfare project integrates advantageous resources and experts from politics, industry, education, research, etc., draws on mature and excellent training experience, and accumulates a mature and advanced training system.

Since its establishment, the "Village Chief Class" has received attention and support from relevant departments such as the Ministry of Agriculture and Rural Affairs, the Central United Front Work Department, and the Guangcai Promotion Association, and has been selected as an excellent case library for the national "Ten Thousand Enterprises Revitalizing Ten Thousand Villages" action. Up to now, the 'Village Chief Class' has been successfully held for four sessions. More than 4000 village chiefs across the country have registered to participate in the selection process, and over 500 students have successfully graduated, affecting over 3000 villages.
