The year 2024 marks the 30th anniversary of the initiation of the Guangcai Program. Under the guidance and promotion of the United Front Work Department of the CPC Central Committee and the All-China Federation of Industry and Commerce, the Guangcai Program has become an important avenue for private enterprises to participate in industrial poverty alleviation and promote rural revitalization. Over the past 30 years, the Guangcai Program has attracted 12,800 private entrepreneurs to participate, implemented nearly 1,500 projects, and invested nearly 800 billion yuan in actual investment, making significant contributions to China's poverty alleviation and rural revitalization efforts. New Hope has actively participated in and practiced the Guangcai Program, continuously upgrading and iterating its participation methods, and making due contributions as a private enterprise.
In 1994, Liu Yonghao, Chairman of the New Hope Group, and 10 other entrepreneurs jointly issued an initiative titled "Let's Devote Ourselves to the Honorable Cause of Poverty Alleviation," marking the beginning of China's Guangcai Program. In October of the same year, New Hope took the lead in investing 15 million yuan to build the first "Guangcai Program" factory in Xichang, Liangshan Prefecture, Sichuan Province, known as the "Guangcai Program No.1 Project," and embarked on the path of "industrial poverty alleviation."
On October 17, 2015, the second "Poverty Alleviation Day" in China, the All-China Federation of Industry and Commerce, the State Council Leading Group Office of Poverty Alleviation and Development, and the China Guangcai Association jointly launched the "Ten Thousand Enterprises Assist Ten Thousand Villages" targeted poverty alleviation initiative in Beijing. New Hope actively participated in this initiative and initiated the "Targeted Poverty Alleviation 1+1" campaign, leveraging its own industrial characteristics to actively innovate poverty alleviation models. Among them, the "Xide Model" and "Zhaojue Model" featuring multi-party win-win cooperation and sustainable self-generation were explored in Liangshan, Sichuan, and were promoted nationwide by the Ministry of Agriculture as models of poverty alleviation for leading enterprises in agricultural industrialization.
During the Two Sessions in 2021, Liu Yonghao presented a proposal titled "From Guangcai Poverty Alleviation to Rural Revitalization: Encouraging Private Enterprises to Actively Participate in the 'Ten Thousand Enterprises Revitalizing Ten Thousand Villages' Initiative". In July of the same year, organizations such as the All-China Federation of Industry and Commerce, the Ministry of Agriculture and Rural Affairs, the National Rural Revitalization Administration, and the China Guangcai Association held a kick-off meeting for the "Ten Thousand Enterprises Revitalizing Ten Thousand Villages" initiative, guiding private enterprises to actively participate in rural revitalization efforts.
